What Is an HS Code?

The Harmonized System (HS) is a standardized numerical method developed by the World Customs Organization (WCO) for classifying traded products. HS codes are used by customs authorities worldwide to determine duty rates, compile trade statistics, and apply regulatory controls. Over 98% of world trade is classified using HS codes.

The base HS code is 6 digits, shared globally. Countries add additional digits for national detail: EU uses 8-digit CN (Combined Nomenclature), Turkey uses 12-digit GTIP, US uses 10-digit HTS.

Why HS Codes Matter

  • Duty rates: Each code has a specific customs duty rate (0% to 20%+)
  • Preferential tariffs: A.TR and EUR.1 benefits depend on correct classification
  • Anti-dumping duties: Extra duties on specific codes from specific countries
  • Trade restrictions: Import quotas and bans are code-based
  • Statistics: Trade data is compiled by HS code
  • Compliance: Product safety and certification requirements linked to codes

How to Find the Right HS Code

  1. Identify what the product is, what it does, and what it's made of
  2. Find the relevant chapter (2-digit)
  3. Narrow to the heading (4-digit) and subheading (6-digit)
  4. Apply WCO General Interpretation Rules for borderline cases
  5. For certainty, request a Binding Tariff Information (BTI) from customs

Frequently Asked Questions

Are HS codes the same worldwide?

The first 6 digits are globally harmonized. Additional digits vary by country/region.

What is a Binding Tariff Information (BTI)?

An official customs ruling on the correct HS code for a specific product. Valid for 6 years. Prevents disputes between trader and customs.

What if the wrong code is used?

Incorrect classification leads to wrong duty rates, potential penalties, seizure risk, and loss of trade preferences.

Does the Turkey-EU Customs Union use the same codes?

The first 8 digits (CN code) are generally aligned because Turkey applies the EU Common Customs Tariff.
