The EUR.1 movement certificate is a preferential origin document used under free trade agreements (FTAs) to claim reduced or zero customs duties at the destination country. It proves that goods meet the specific rules of origin set out in the applicable trade agreement.

EUR.1 is part of the Pan-Euro-Mediterranean cumulation system, allowing inputs from partner countries to count toward origin status. This feature benefits global supply chains where materials sourced from multiple agreement countries.

For industrial goods to the EU, use A.TR (not EUR.1). EUR.1 is used for agricultural products to the EU and all products to FTA partner countries.

EUR.1 Requirements

  • Product must meet origin rules of the applicable FTA
  • Product wholly produced or sufficiently processed in the exporting country
  • Exporter completes the origin declaration accurately
  • Certificate endorsed by customs authority
  • Must be presented within 4 months (some agreements: 10 months)

Can EUR.1 be issued retroactively?

Yes ("issued retrospectively" notation). Must meet specific conditions.

Can an invoice declaration replace EUR.1?

For shipments under 6,000 EUR: any exporter. Over 6,000 EUR: only approved exporters can use invoice declarations instead of EUR.1.

What is cumulation?

Cumulation allows materials from FTA partner countries to count as domestic origin. EU materials used in Turkish production can be counted as Turkish for EUR.1 purposes.

Is EUR.1 used for UK shipments?

Yes, post-Brexit, the Turkey-UK FTA requires EUR.1 for preferential tariffs. A.TR is no longer valid for the UK.
