T1 and T2 Transit: EU Customs Transit Explained

T1 (external transit) and T2 (internal transit) declarations enable goods to move between EU customs offices without paying duties. T1 applies to non-EU goods; T2 to EU goods in free circulation. Both use the NCTS electronic system.

What Is Customs Transit?

Customs transit allows goods to move between two customs offices within the EU without paying import duties at the point of entry. Instead, customs formalities are completed at the destination office, giving importers flexibility in where they clear goods.

Transit declarations are filed electronically through NCTS (New Computerised Transit System), used by 35 countries including all EU, EFTA members, Turkey, and the UK.

  • Risk analysis: Automated targeting of high-risk movements

Turkey-EU Transit in Practice

For Turkey-origin goods entering the EU:

  1. TIR Carnet used from Turkey to EU border
  2. T1 transit declaration filed at EU entry point (e.g., Bulgarian border)
  3. Goods transit under T1 to destination customs (e.g., Germany)
  4. Import clearance and duty payment at destination
