Duty-Free Turkey-EU Shipping

The Turkey-EU Customs Union (effective since 1996) eliminates customs duties on industrial goods traded between Turkey and the 27 EU member states. This is a significant cost advantage that benefits both Turkish exporters and European importers.

How It Works

An A.TR movement certificate accompanies the shipment. When presented to EU customs, it proves the goods are in free circulation within the Customs Union area, resulting in 0% customs duty.

A.TR Conditions

  • Product must be Customs Union-covered industrial good
  • Must be in free circulation in Turkey
  • Valid A.TR certificate issued by Turkish customs
  • Presented within 4 months of issue

Important: A.TR is NOT an origin document. Third-country goods (e.g., from China) that entered Turkish free circulation (duties paid) can also be sent to the EU with A.TR.

All 27 EU countries?

Yes, A.TR valid for all EU members. Not valid for UK (post-Brexit).

Is VAT also exempt?

No, A.TR only covers customs duty. VAT is charged at destination country rate.

Agricultural products?

Raw agriculture uses EUR.1, not A.TR. Some processed agricultural products qualify.
